QRT RECOMMENDATIONS FOR CIRG MAKHDOOM FOR THE PERIOD APRIL 2003 to MARCH 2009 |

The Indian Council of Agricultural Research constituted a Quinquennial Review Team (QRT) under the Chairmanship of Dr. R. N. Srinivasa Gowda; vide office order No.18-7/2008-IA-I dated 6.5.2009 to review the progress of Central Institute for Research on Goats, Makhdoom (CIRG) for the period April, 2003 to March, 2009. The other members of Team were Dr. B. U. Khan, Dr. J. Ramaprasad, Dr. M. N. Razdan, Dr. A. K. Chakraborty, Dr. P.K. Nagpaul and Dr. A. K. Goel as Member Secretary, QRT for CIRG Makhdoom. The QRT submitted its report to Council on 18.3.2010. The same has been approved by Governing Body of ICAR, New Delhi in its recent meeting. Perusal of these recommendations would reveal that the recommendations are of general nature and there is no policy issue. |

Technical Recommendations |
||
1. Recommendation: For strengthening of Institute’s Research, Teaching, Training and effective Transfer of Technology Programme, QRT, recommends to reorganize Division/Section and create the Posts of Head of the Divisions in Genetics and Breeding, Physiology and Reproduction; Health; Nutrition and Feed Technology with supporting Sections of LPM, LPT, Extension Education and Socio Economics and Farm Engineering and Instrumentation Services and filling of vacant posts(22). |

Council’s Comments: Creation of Heads of Division is governed by certain administrative procedures. This may be considered in during the XII plan EFC. Reorganization of the Divisions/Sections as per the objective of the institute may be done by the Director. |

| 2. Recommendation: To meet out additional requirements of infrastructure (milk processing unit, centrally A/C data processing unit, auditorium for 250 persons, upgradation of veterinary clinics with modern gadgets, modern goat museum, biometry based access system, large scale feed pellet unit, medical ambulance van) equipments and modernization (molecular genetics: GMP/GLP-II; health: P2 lab. with GLP) necessary provisions may be made in future plan outlay of the institute. | ||
| Council’s comments: Based on the mandate and thrust areas and resource availability the requirement would be considered in the XII plan EFC of the institute. | ||
| 3. Recommendation: To maintain and update Institute’s website, out sourcing is recommended. It is necessary to have WIFI and broad band systems in the campus for better connectivity and accessibility. | ||
| Council’s comments: Agreed. Already work is in progress. | ||
| 4. Recommendation: Recognized Goat breeds which are distributed in different regions of the country need to be covered through AICRP Units in the country. It is also suggested, that emphasis be given to cater the needs of North-Eastern states of the country. | ||
| Council’s comments: Additional Centers under AICRP to cover different agro-climatic zones will be considered in XII plan after review. | ||
| 5. Recommendation: Studies on Functional Goat Genomics, Gene Marker Studies should be undertaken at Institute level in collaboration of National Institutes/SAUs. | ||
| Council’s comments: Agreed. Programmes will be formulated in the identified areas. | ||
| 6. Recommendation: Work on augmentation of fertility of less prolific goat breeds need to be undertaken. Research on embryo cloning, stem cell research, embryo slicing should be initiated and ETT programme should be strengthened with modern ultrasonographic gadgets. | ||

| 7. Recommendation: Adaptation studies in Small Ruminants under different climatic situations and changing climatic scenario to evaluate and maintain production standards should be carried out. | ||
| Council’s comments: Agreed. A network project on ‘Adaptation strategies to impending climate change through development of appropriate shelters is in progress at the institute. | ||
| 8. Recommendation: Cost effective Herbal Formulations need to be developed and suitably evaluated in goats. A Medicinal Herbarium also need to be established | ||

| 9. Recommendation: Developed Diagnostic kits against Johne’s disease and Brucellosis at the institute are needed to be evaluated and commercialized. | ||

| 10. Recommendation: Micro and macro mineral requirement need to be explored and suitable package of practices for Transfer of Technology for Goat Farmers and Entrepreneurs. | ||

| 11. Recommendation: Preparation of complete feed pellets and enriched feed blocks need to be propagated. | ||

| 12. Recommendation: Value addition of goat milk with emphasis on development of Nutraceuticals – Functional Foods from Goat Milk and Meat should be given priority. | ||

| 13. Recommendation: Emphasis for on Farm Research with Farmers Participatory Research Approach (PRA) need to be undertaken for adoption of economically viable Goat Production Technologies. | ||

| General Recommendations | ||
| 1. Recommendation: There is a need for Women Training Hostel in the campus as a part of extension programme. | ||
| Council’s comments: Will be taken up in XII plan. | ||
| 2. Recommendation: It is recommended to create a Central Instrumentation Facility (>5 lakhs) to conduct Advance Research vis-à-vis to avoid duplication of instruments among Divisions. | ||
| Council’s comments: Agreed. | ||
| 3. Recommendation: Reclamation of Agricultural Wasteland and further expansion of area under Agro-forestry should be taken up to gain self sufficiency in feed and fodder for goats in the institute. | ||
| Council’s comments: Agreed. | ||
| 4. Recommendation: Modernization of existing Weather Station for retrieving data on weather conditions to correlate with respect to physiological adoption of goats is required. | ||
| Council’s comments: Agreed. | ||
| 5. Recommendation: For effective Technology Delivery System to rural mass, an ATIC needs to be established with Modern Audio-Visuals. Besides, interactive KIOSKS need to be installed at strategic points of the institute. | ||
| Council’s comments: Agreed as approved in XI plan. | ||
| 6. Recommendation: A Center of Excellence for Development of Quality Human Resource on all facets of Goat Production need to be established. | ||
| Council’s comments: The Institute need to have linkages with Veterinary University, Mathura and other Institutions for HRD. | ||
